The Tanzania Civil Aviation Authority, (TCAA) was established by the enactment of the Tanzania Civil Aviation Authority Act 2003 Cap 80 (R.E 2006).The Authority is responsible for  provision of Air Navigations Services, safety, security and economic regulation of the activities of persons and institutions providing air transport services, aeronautical airport services and air navigation services. In addition the Authority provides air navigation services inTanzania.
 In order to carry out its role, the Authority continues to implement its organization structure and is now looking for self motivated Tanzanians with appropriate competencies to fill vacant positions in the Divisions of Safety Regulation and Corporate services.

 A.           DIVISION OF SAFETY REGULATION
  
A.1      AIRWORTHINESS INSPECTOR                         (1 POSITION)

The primary responsibility of this function is the provisioning of safety oversight activities to aircraft and licensing of technical personnel.

Duties and Responsibilities
 The recruited candidate will undergo training to qualify and be assigned job functions in the airworthiness inspectorate which includes the following duties
  • Surveillance of aircraft for certificate of airworthiness renewals and reparation of detailed reports on inspections and surveillance activities
  • Conduct routine surveillance of work performed in the hangars, workshops and repair facilities of approved airworthiness organizations
  • Review of continued airworthiness documents (maintenance manuals, flight manuals)
  • Report defects noted to aircraft operators/owners and approved airworthiness organizations for remedial actions
  • Monitor airworthiness certification to ensure that they are carried out by persons who are properly authorized and that certifications made are for the purpose and in accordance to the requirements of the applicable airworthiness regulations
  • Familiarize with the contents of all airworthiness directives, service bulletins and similar documents in respect of the aircraft, power plants and equipment and monitor extent of implementation
  • Monitor the implementation of the relevant airworthiness regulations issued by the authority
  • To perform any other related duties as may be assigned by the supervisor

Minimum Qualifications and Experience
  • A professional aircraft maintenance engineer holding an aircraft maintenance engineer’s licenses with ratings or appropriate approvals, commensurate with their job responsibilities, i.e., Category A or C (mechanical) Licenses with airframe and power plant ratings, category X or R (Avionics) License with ratings in Electrical, Instrument or Radio
  • A holder of a University Degree in Mechanical, Electrical, Electronic telecommunication and Aeronautical who have attended basic training in aircraft maintenance engineering with at least three years experience in aircrafts maintenance or similar field.
  • Have progressed through positions of increased technical and supervisory responsibility in the aviation industry covering civil and/ or military aviation as appropriate.

Salary:            Within salary grade of TCAA.S. 7

B.        DIVISION OF ECONOMIC REGULATION         (READVERTISED)

B.1      AIR TRANSPORT REGULATION OFFICER II                (1 POSITION)

Reporting to:  Senior Air Transport Regulation Officer

Basic Function:
S/He will be responsible to ensure that all air transport and ground handling operators comply with regulations.


Duties and Responsibilities
  • To assist in overseeing enforcement of regulations for provisions of air and ground handling services.
  • To assist in the implementation of air transport policies.
  • To assist in monitoring the performance of the industry
  • To assist in managing the implementation of bilateral Air Service agreements.
  • To assist in responding to complaints by operators and customers.
  • To  perform any other duties as assigned by the supervisor

Minimum Qualifications
A Bachelor degree in Economics/ Business Administration/Air Transport Management / Transport economics from recognized University.

Must have good communication and interpersonal skills

Working Experience

Experience in a related field is an added advantage

Salary: Within salary grade of TCAA S.6

B.2      SENIOR BUSINESS ANALYST  (READVERTISED)      1 POSITION)
 Reporting to:  Chief Business Analysis and Forecasting

Basic Function:
S/He will be responsible to ensure continued investments, quality of service availability and efficiency.


Duties and Responsibilities
  •  To monitor and evaluate business performance of service providers (i.e air service and ground handlers)
  •  To make business analysis of the Industry
  •  To undertake financial analysis of financial statements and various reports submitted to the Authority to ensure sustained and orderly provision of services
  •  To undertake any other business as assigned by supervisor

Minimum Qualifications
A Bachelor degree in Economics/ Finance/Business Administration from a recognized University
 Must possess good communication and interpersonal skills

Working Experience

At least 5 (five) years experience in a related field in a reputable Institution.

Salary: Within salary grade of TCAA S.8


  1. C.                      DIVISION OF CORPORATE SERVICES

C.1 OFFICE ASSISTANT    II                                                   (2 POSITIONS)

STATION: JULIUS NYERERE INTERNATIONAL AIRPORT
Reporting to: 
S/he will be reporting to Civil Aviation Manager/ Senior Human Resources and Administration Officer,

Basic Function
 To assist in distribution and collection of files and other documents as well as dispatching letters to various offices and outside the Authority.

Duties and responsibilities,

  • Possession of a Secondary School Education Certificate with passes in Kiswahili and English language.
  • To assist in organizing for pre-meeting arrangements when needed.
  • To distribute mail internally to respective staff.To duplicate documents, such as circulars and other publications.
  • To circulate files and documents internally to respective staff.
  • To receive external mail and ensure it is noted in the register.
  • To prepare and serve refreshments during in house meetings and workshops.
  • To develop individual objectives/targets and performance standards as part of the individual performance agreement in consultation with the immediate superior.
  • To perform any other related duties as may be assigned by the supervisor

Minimum Qualifications

Ordinary level secondary school education certificate with passes in Kiswahili and English Languages

C.2      POSITION:    DRIVER II:   (2 POSITIONS)
 STATION:    KILIMANJARO INTERNATIONAL AIRPORT

             Reporting to: 
S/He will be reporting to Civil Aviation Manager KIA.

            Basic Function
 To drive vehicles, transporting staff, guests and goods.

Duties and responsibilities,
  • To drive staff and other passengers to destinations as directed by supervisor.
  • To ensure that the vehicle’s tyres are of the required standards and the tool box is available.
  • To check fuel, engine oil brake fluid and water that they are of the To ensure the vehicle is clean and neat at all times in order to maintain a good image of the Authority.
  • To maintain a logbook for all trips made by and ensure other users do the same.
  • To inform supervisor when there is need for a scheduled maintenance.
  • To undertake minor repairs and services to ensure that the car remains in a good working condition and report any problems to the supervisor.
  • To ensure that motor vehicle is properly safeguarded from theft, fire and any other risk and that parking premises are safe.
  • To perform any other duties as assigned by the supervisor.
   
Minimum qualifications:
 Possession of secondary education certificate  with passes in Kiswahili and English subject, class “C” valid driving license  and Trade test grade III/CBET from a recognized Institute

 Minimum Working experience
 Three (3) years experience with clean driving record in a reputable   Organization
                       
          Salary: Within salary grade of TCAA.S 3.

 C.3      SECRETARY II               ( 1 POSITION )

Reporting to; the Civil Aviation Manager, Kilimanjaro International Airport
 Basic Function:
 She/he will be responsible for providing secretarial services at the Station

Duties and responsibilities
  • To perform all secretarial duties including word processing, taking dictations and notes.
  • To receive and direct official guests to responsible officers.
  • To keep and maintain diary of events, appointments, commitments and other information necessary for working
  • To draft simple letters and other correspondence of routine nature
  • To respond and take note of all incoming calls/fax/telex and circulate information to appropriate officers.
  • To make sure that there are necessary facilities for proper job performance i.e. typing papers, computer, erasing ink.
  • To relay verbal messages and instructions from the head of department to his/her subordinates.
  • To make safari arrangements, confirmation of hotel bookings and reservations individual objectives/targets and performance standards as part of the individual performance agreement in consultation with the immediate superior.
  • To perform any other related duties as may be assigned by supervisor

Minimum Qualifications

Holder of Diploma in Secretarial Services from Tanzania Public Service College or any other recognized institution  and computer application skills in windows, Microsoft Office, Excel, Access, Power point, Internet, E-mail and Publisher

Working Experience
 At least 3 years work experience in the related field
 Salary:           Salary grade TCAA S.4
