The full text of a comprehensive new legislation governing non-Saudi real estate ownership has been released by Saudi Arabia, the Saudi Gazette reports, signaling a dramatic change in the Kingdom's property laws.The law was formally published in the Umm Al-Qura Gazette on Friday after being approved by the Cabinet earlier this month. It will take effect 180 days after it is published.
The new law gives non-Saudis, including private citizens, businesses, and nonprofit organizations, the ability to purchase or acquire real estate in areas that will be determined by the Cabinet.According to Saudi Gazette, these rights include ownership, usufruct (the right to use and benefit from property), leaseholds, and other real estate interests. However, ownership will remain subject to various restrictions based on location, property type, and intended usage.
